When I talked with Steele last year, I was impressed by his understanding that the GOP was given a mandate in 1994 by the American people, but systematically lost that mandate through poor leadership and failure to pass the full range of legislation that Republicans advocated during their campaigns. I am hopeful that as chairman, Steele will heed the lessons of the past and not repeat them.
